Ticking noise and no push rod spin

79 trans am 400 big block. Been making a loud tick noise, not at idle but when I press on the gas. The fourth rocker is not pumping oil and the push rod is not spinning but the rest are. Any idea?

The lifter should rotate on the lobe of the cam and if it does not, the push rod will not rotate. The oil feed hole may be clogged with debris or the cam or lifter is bad
