excess voltage

on a 1979 280z there is excess voltage. alternator was changed and problem still exists. blown fuese in fuse panel. Car won't pass emissions test.rough idle.

For the year model, the voltage reuulgator could be external of the alternator. If so, replacing the laternator is not going to resolve the problem.
What were the reasons for not passing emission? The rough idle could be something else not related to the charging problem.
