if runs pretty good until i get it up to 45 then give it full throttle it spits n sputter what could be the problem

it could be a needing a carb overhaul or a vacuum leak. the power valve and accelerator pump go bad in those. also check in the distributor for the vacuum advance pin worn as well as the pivot on the plate where pickup coil is mounted.
