I have a 1976 International Scout Traveler with a 304 V-8 Rebuilt engine. I have to advance the timing to where the line it is not even on the timing marks.i was wondering if i had the balancer off. then when i drive it sputters out a little then does not do it again until i switch gears.

Put the engine no.1 piston on its compression stroke/TDC and align the vibration damper to 0/TDC then remove the dizzy cap is the rotor pointing to the no.1 cap tower-start here

yep, you are right IH sv motors time on number 8.
