1976 Cadillac Fleetwood Key Out Ignition Doors Shut Every Thing Off Get Power

with key out of ignition,all doors shut ,every thing off, I get power showing on my circuit tester on the 4 following fuses... TAIL LIC-RMRKR...this fuse is the bottom most fuse on left side.The other 3 are on right side (bottom right) starting from bottom right working up they are as follows...BODY,STOP-HAZ,CLK-LTR-ANT...should I be getting power on these 4 fuses under these conditions or is it possible that this scenario is causing a drain on my battery?

no drain just the presence of available current without using the key
