1975 Chevrolet Truck Looking Buying 75 Scottsdale Speedometer Other Guages

I am looking at buying a '75 Scottsdale, but the speedometer and other guages do not work in it. Does anybody know how this can be fixed. Current owner says he replaced all of the fuses, but the issue has not been resolved.

could be a failed cluster. it needs to be checked at a shop as we are here and you are there.
