Hi I have a 75 nova and I think the proportioning valve is offset or bad because I replaced the master cylinder because I thought it was bad due to the fact that my brakes barely work also when i tried bleeding the rear drum brakes the bubbled and very little fluid came out but when I bled the fronts they bled just fine. What could be wrong and how could I fix/adjust the valve ?

You can't service it. It will need replaced. Make sure you bench bleed the new MC.

Ok and when I install the new one and bench bleed the mc do I have to do anything else
