Push rod for fuel pump wont Move to be replaced

Push rod for fuel pump wont move to be replaced. A steel plate was installed over area for pump and a electric pump was installed. I want to return the car back to the right equipment but I can not move the pump rod that was left in when the electric pump was installed

Use a pair of vice grips and work it around to remove.
