Why do the back wheels want to lock up when driving it

You have them adjusted to tight. Therir is a star wheel to adjust the brake shoe tightenss and you need to back off of it. It is acessible by a rubber plug bottom back of rear drum brake plate.

Check for oil contamination on the shoes. Brake fluid, or the handbrake cables are not releasing.

Start with the adjustment as suggested by DrCrank.

2 adjusters per wheel. They turn in opposite directions to each other to tighten / loosen the adjustment. If they are stuck, use a punch and hammer to
knock against the star wheel to break them free.
