What causes a 1973 monte carlo to idle so hard when in park or on steping on breaks?

I could be driving down the highway, pull in the parking lot or traffic light my car idles real hard. So I would have to reach my foot behind the gas peddle and left it up to calm it down. what could be the problem that's causing it to idle like that?

Try adjusting the A/F mix and idle speed, clean EGR and PCV valves
