1972 Ford F 250 Rear Brakes Seized S Parking Brake Shoes Adjusting This

The rear brakes are seized up. I don't know if it's the parking brake or the brake shoes need adjusting. This truck has 8 lug wheels, and the rear axle has bolts at the end of the axles. Do I have to remove these bolts and the axle shaft to remove the drums? (It has disc brakes on the front)
