1972 Ford F 100 360 Engine Getting Spark Fuel Yet Doesn T Act Wants Start

My 360 engine is getting spark and fuel, yet doesn't act like it wants to start. It is blowing fuel out of the bowl vents unless I open the choke and keep it open. The 2100 carb has been rebuilt completely. It has new plug wires, points, condensor, distributor cap. Could the plugs be fouled due to flooding? Thank you for any help you can provide.

well, the carb float level is set too high or the needle and seat are not working. either way, the motor is flooding with fuel.
