blinkers to not blink?

What causes blinkers to not blink when the engine is not running and at idle but does not stop them from blinking at higher rpms? Car has a brand new battery, alternator, and a relay located on the fire wall. At higher RPMs the blinkers will blink but at idle and when the car is not running the blinkers lights just stay on steadily.

the flasher is worn out and needs to be replaced. make sure all the bulbs are working as well.
