72chevy chevelle 350/350 had column shift now floor ,I moved the column shifter sleeve down ,,,it stills locks key if not up,, but since I moved it like as if I were shifting into drive my ignition will not power starter now why would this happen??

You haven't changed the neutral safety switch. You need to install whatever was used originally with the floor shifter.
