1970 Ford F 100 Removed Steering Wheel Replace Turn Switch After Putting Back

I removed my steering wheel to replace the turn switch. After putting it all back together the horn don't work . I can ground my screwdriver to the copper spring and it works. When I put the wheel back on nothing. IS there suppose to be another copper spring between the push part of the horn and the wheel?

what about the horn pad??? is it working ok??? test it with an ohmmeter to make sure it is working
