blinkers don't work when headlights are on

I have a 1967 Chevy C10 Pickup Truck and i need help to fix a problem with the blinkers, when the headlights are off both side blinkers work fine but not when they are on? I have already tried to replace the flasher but it did not work.

If I remember right, you pull the steering wheel off and replace the switch.
