I picked up a non running project. I got the engine to start but only if I use a screw driver to jump the positive terminal and the "s" terminal on the selenoid. I can not get the ignition switch to work other than the key ignition does have to be in the on position for the car to run.

Could be neutral switch or ignition switch. You will have to test the wires to find out which.

Have you replaced the ignition switch? It does sound like the switch is bad not the key and tumbler but the switch. If would use a volt meter and have someone go to start it and see if there is power at the S term on the solenoid.

Obviously, there isn't power at the solenoid because it cranks when power is applied. The neutral switch is even more likely than the ignition switch.
