The pressure relief valve nay be stuck, I do think that you will be better off dropping the sump and checking the pump manually, if you keep cranking dry you will damage bearings, if it is just a priming problem, try cutting the oil with diesel, if you manage to get pressure up, this will not hurt the engine as long as you do a full oil change and filter afterwords.
