Front wheels shake and a loud winding

Can you get a recording of this noise so that we can be sure to be on the same page?

More than likely that noise, if related to the shaking, is a bearing noise. However, we need to hear the noise to be sure. Does the noise get faster with vehicle speed or engine RPM?

The most common issue would be wheel and tire balance but I suspect there is something greater going on with this so here is some more information on wheel bearing issues which is what I suspect the whining noise is:
