oxygen sensors keep coming back as not ready?

My oxygen sensors keep coming back as not ready when I go for inspection, they tell me to drive more but I've driven 200 + miles and it's the same.

Does the engine temperature gauge stay on cold too long? If you don't have a gauge no worries, if the thermostat is stuck open the OBD2 system will not run through the monitors therefore the oxygen sensor will not be ready. I don’t believe so I observed yesterday it only took a few minutes for the temperature gauge to start going up.
