Code PO138, 02 sensor

Have bank 1 sensor 2 behind the cat po-code 138 high voltage. When car is at normal temperature reads 415 to 420 v, is that normal? Also steady some times it mimic's the front one. It's an eBay sensor so is the front one. Google it said to change the sensor.
