Has power to radio, headlights, and dome lights, are all relays the same AMPS?

I recovered a stolen van, had to tow. Some fuses had been removed to disable starting replaced what was missing i now found main relay fuse box also has #2 #4 #6 missing .when i turn the key no sound no start. Also, the power windows are not working. has power to radio, headlights, and dome lights. Are all relays the same AMPS?

Yes, all relays in the car are the same amps, I would replace and repair everything that is missing so we can go from there on fixing it. Let us know what happens and please upload pictures or videos of the problem so we can see what's going on.
