Has power to radio, headlights and dome lights, are all relays the same AMPS?

I recovered a stolen van, had to tow. Some fuses had been removed to disable starting replaced what was missing I now found main relay fuse box also has #2 #4 #6 missing. When I turn the key no sound no start. Also, the power windows are not working. Has power to radio, headlights, and dome lights. Are all relays the same AMPS?
