Will not start only sound was fuel pump?

Yesterday I got in it tried to start it nothing only sound was fuel pump lights came on as normal checked battery volts 13.79v. So, I took a piece of wire put one side on battery the other on hot side of starter with key on it acted like it wanted to start but didn't. Would that be the ignition switch or another part of the ignition and is there a cheap fix for the moment? When I get paid I can fix it the right way. I have also checked fuses they are all still good.
