The most common cause is the 4wd shift motor fails. It is located on the transfer case.
As far as the issue, when you try shifting to 4H, is the vehicle in neutral and stopped?
Check to make sure the plug going to the shift actuator is tight and clean. Make sure there is no corrosion or anything in it causing a bad connection. See pic 1 for the connection location.
If you do not have the electric actuator and it is a manual shift 4wd, make sure the transmission is in neutral the same as an electric. If you have an manual transmission, the clutch pedal must be depressed.
