If the heater core is clean and the blend air door is operating correctly, I suspect there is an air blockage that isn't allowing coolant to circulate through the heater core.
Make sure that both heater core hoses are hot when the engine is running, at operating temp and the heater is turned on. If they are, you need to recheck the blend air door actuator and linkage. Note that the air flow direction (mode door actuator) is operated on engine vacuum. The blend air door is electrically operated, so make sure all connections are clean, tight and not damaged.
Here are directions for removal and replacement of the blend door actuator. I'm adding them to confirm you are testing the correct actuator as well as if you need them to replace the component.

REMOVAL
1. Remove the integrated control panel.

2. Remove the right-side lower instrument panel insulator and glove box.
VEHICLES WITH EATC
3. Remove the 2 remote climate control module screws and position the module aside.

4. Remove the temperature blend door linkage shield.
See Picture 3
5. Remove the temperature blend door actuator.
1 Disconnect the electrical connector.
2 Remove the screws.
3 Remove the temperature blend door actuator.
INSTALLATION
1. To install, reverse the removal procedure.

Let me know if this helps. Also, if the coolant is going through the heater core and both hoses are hot, the actuator isn't working or the door is stuck which will usually cause a ticking sound.
