Looking at the plug, it appears to either be a connector for a wheel speed sensor or even a fog light. What color are the wires under the black tape? Does your vehicle have fog lights that work or none at all?
As far as the check engine light, you need to scan the computer to retrieve diagnostic trouble codes. They will indicate what is causing the light to be on. If the car runs fine, chances are you will find it is an evaporative emissions code (EVAP).

I realize most people don't own a scanner, but often times parts stores will scan it for free and tell you the codes. If you can do that, let me know what codes are found and I can help you get that taken care of too. As far as the AC, when you turn it on, do you hear a click from under the hood indicating the compressor has engaged? Take a look through these links and see if there is something that can help you. If you have questions, let me know and we'll try to get that taken care off too.

If you can tell me the color of the wires, I can look through schematics to try and find exactly what they are for. Maybe with a little luck, it will be something with the AC.
