Wet driver and passenger side floor carpets

I noticed that the driver and passenger side floor carpet of my 03 Toyota sienna gets very wet especially after a heavy rain. This becomes worst when I drive on flooded road. Where is this water entering through

The Pelham chamber drain may be blocked with leaf litter, have this cleaned first, if this is blocked water can enter via the fresh air vent through the heater.
