Water leakage

When it rain the water runs off the windshield down into the cowl. The area where the water is suppose to drain has a little lip (like a cup that collects and runs water along the wall of the car). Instead of the water flowing off it in it pours out over this lip onto the engine. I know the cowl, but area below it that collects and run the rain water off I do not know its name. The area is located below the cowl and runs the rain water away from the engine through this part located on the wall of car.

Yes, that area is called the Wiper Cowl. After time a bunch of debris(leaves, acorns, dirt, trash) clogs it up and does not allow for proper drainage. You might want to look into having someone remove the plastic cowling and clean out by hand or using high pressure compressed air to clear it all out to restore proper drainage.
