where exactly is the heater cord located?

In the climate box behinde the dashboard but you do not need to remove the dash to replace it. You would need to remove the driver side sound proof panel and the brake light switch. Remove the 2 screws and the mounting brackets for the pipe. Pull out the heater core.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
