The only way to know for sure if you have a short in the Fuel Pumps electrical connection or wiring is to backprobe using a Multimeter and a wiring diagram. It sounds like its a short to me. A failing fuel pump would not commonly cause a fuse to blow; when a fuse blows, a disruption or surge in power is shot through the wiring and the metal inside the fuse is designed to break, or melt at a certain voltage.. hence the 15A, 10A, 20A, etc. Fuel pump failure symptoms usually consist of but are not limited to:
>Car stalls when accelerator is pressed
>Car dies at stop lights
>Car dies when shifted from park to drive or reverse
>Exhaust backfiring
>Strong gas smell inside and around engine compartment
>Car will not start
