He is talking about the secondary air pump that is part of the injection system. Access to it should not be that bad, but you way they are going to replace it? Why is it near falling off? Would re-tightening it not work?
On the rack, take a look yourself and see if it is a hose leaking or if it is a seal? Racks to replace are pretty pricey. The pump if it has indeed failed shouldn't be too bad.
I take it the car had problems and kicked out a check engine code.
