After I start the engine the lights will go out and the blower motor will quit and the brake light will come on. The ignition switch seems to slide off of the clear on position.
Will changing the upper part of the ignition switch where the key is correct this problem?

If the key is not staying in position then yes the ignition lock cylinder (where key inserts) is most likely worn and needs replaced. First try a new key though and lubricate the lock cylinder with WD40 to see if it helps the problem.
