1996 Volkswagen Jetta AC Blows Hot Air

I've done some research and troubleshooting on this and here is what I have so far. I need some help on this from people who have been here before. When the AC is turned on I hear the compressor engage and the motor bogs down a bit so can tell the compressor is turning on. However no matter what blower speed I choose the air blows as hot as it is outside. I checked the voltage on the compressor clutch when the AC is turned on. It never shuts off, so the pressure switch and ambient temperature switch do not seem to be a problem. The compressor always stays engaged. The tubing around the service valves do not seem to get cold or hot either.

I bought a manifold set and took some readings:
Outside temp 94 degrees.

Engine Off (for hours)
High Side: 140 psi
Low Side: greater than 120 psi, over what the guage could read.

Engine On, AC OFF
High Side: 140 psi
Low Side: greater than 120 psi

Engine On, AC On
High Side: 135 psi
Low Side: 67 psi

Engine Off (5 minutes)
High Side: 135 psi
Low Side: 120 psi and rising

Engine On, AC On
High Side: 140 psi
Low Side: 67 psi

Engine Off, AC Off (10 minutes)
High Side: 150 psi
Low Side: 80 psi and slowly rising

Also you should note before going into the in depth analysis I did the simple thing and bought a can of refrigerant from Walmart and emptied the can into the system a couple of months ago. Obviously nothing changed and today I decided to go into further troubleshooting. Can someone tell just by looking at these results what's going on?

Check if the air blend door is stuck in the heat position if not could be a compressor failure or control valve-also see chart below
