very low miles to the gallon

I am only getting about 20mpg what can I do to improve this. i HAVE HAD A NEW AIR FILTER PUT IN BUT DOES NOT SEEM TO HAVE WORKED. i DO NOT KNOW WHAT ELSE TO DO. will a fuel filter help or is it just a matter of getting it tuned up.

My suggestion would be to buy a Toyota if you want better mileage. 20MPG isn't bad for a Mercedes.

It is only a 1.4 surly I should be getting more than 20mpg
