Valvetronic 2DCF no movement identified?

Since this code and my car being a no start i have replaced the front power distribution box, the fuel filter and regulator, the fuel injectors and the valvetronic actuator motor with all seals and gasket with OEM parts and still she won't start. What else can it be? Have replaces the valvetronic sensors today. So, rule that out. ECU? Wiring harness? Neither the scanners nor ISTA will let me preform a relearn, so i'm lost.

I assume the engine cranks over. Also, can you run the codes to see what comes up? I would do a CAN scan which will go over the entire car and is easy to do, you can get a CAN scanner (Controller Area Network) from Amazon.

Also, will it run on starting fluid, can you hear the fuel pump come on in the fuel tank when the system is turned on? I need more information to help fix the car.
