Valve lag?

Hi, I am doing the valve timing on the cars twin cams. I need to ask should all valves be close at TDC or does number one exhaust valves remain open slightly as the intake opens to scavange any remaining gases. thank you.

When the piston is at TDC, either you have an exhaust stroke or combustion stroke. If you turn the crankshaft 360 degrees, does the same thing happen?
