From the description you will need to replace the steering column most likely. Usually when things are torn out it breaks parts inside the column that require the column be stripped to repair. At that point it is normally faster and cheaper to just replace the column. As for towing it, a flatbed operator can just apply some dawn or similar soap and just winch it on. No way to flat tow it anyway without destroying the transmission. Or rent a trailer or tow dolly and do the same thing to load it.
