There could be a number of things that are triggering this issue.
If the issue only happens after refueling it could be something that is triggering the no start due to a fuel related issue. Like a sensor.
It could be an issue with the throttle actuator. But it could also be due to other components.
First of all is the check engine light illuminated on the dash.
If so scanning and retrieving the code(s) can help with the diagnostics.

Also, if this vehicle only has 10,000 miles and it is 2019, it will still have factory warranty. In that case taking it to your local Toyota dealer would be the best option. As they will be able to diagnose and fix the issue under warranty.
