The horn on my toyota tacoma 96(155,000 miles)
4 cylinder-engine is not working. I noticed the bell was
dangling from below the bumper. What should I be
checking and where. Thanks so much for your help.

Disconnect the horn and check that you have voltage on one side. Put a test light across the horn connector and have someone press the horn. If it lights then it is a bad horn. If not it could be a fuse, horn relay or horn switch. They are usually bullet proof with the horn having the highest failure.
