Battery

I have a 1989 Cressida. I replaced the battery. The lights are now turning on and off and the horn is now honking on and off. I believe some switch has to be reset. I only have one key and don't have any keyfabs.

Could you explain a little more. Are you asking is 12-13 volts normal for the battery? If so yes 12.5 and slightly higher is normal for a battery with the car not running. If you are getting that voltage when the car is running I would look at the alternator and have it tested since you should be getting around 14 volts with the car running.
