I have a code of po440 which says I have a " evap emissions control system malfunction" on my code reader. How do I know what to replace in the system? Should I replace one thing at a time and take a hap hazard approach? Will this be costly? Are there tests I could make? Are the tools expensive for these tests?

You would need a factory manual which has a flowchart that describes specific steps to isolate the problem e.G. "If 12V at terminal C, then go to step 3, otherwise replace (specific part)".
