1978 Toyota Celica Fuel pump

My car will crank but not start due to lack of fuel. I suspect the fuel pump so I removed the power connector and used a voltmeter. The voltage varies from 0-10Volts and fluctuates very regularly every second.
Is this the correct form of voltage that should be present ?

Block open the airflow meter flap and see what happens to the voltage
