2001 Toyota Camry PO420

First of all its a camry Solara wasn't in the drop down window. Hey I keep getting a PO420. Used to come on about every week. I replaced the rear cat today now it takes about 10 20 miles for the code to come back after I clear it. I torqued the manifold it was ok. I don't hear an exhaust leak anywhere. It has a pre-cat on it. I thought it might be it. Don't really know. Both 02 sensors are reading voltage. Any suggestions would be appreciated.

I would change the pre cat. If that is it your sensor is bad or the pcm is not reading it properly.

Is it possible that the cat I got isn't 50 state emissions? Which my car has. Can I put a header on where the precat used to be without major complcations? Thanks
