1994 Toyota Camry surging while idling

Engine Performance problem
1994 Toyota Camry 4 cyl Two Wheel Drive Manual 20000+ miles

I was at a stoplight and I noticed I could feel vibrations from my motor through my feet. I turned my music down and sure enough I could hear my engine surging. I looked at my dash and my RPMs are going up and down from one 1 to 2. What's causing this?

Do you have a check engine light?

When was the last tune-up is it overdue? If so get it done-also have the idle air control valve/EGR and PCV valves/Throttle position and MAF/Airflow meter checked out-

Thank you soo much for responding! No there wasn't a check engine light. The only thing different on my dash was the RPM thing.

Yes I think it is overdo for a tune-up. What is a tune-up exactly?

Its a preventive maintenance such as replacing plugs, wires, cap, rotor, fuel and air filter, PCV valve, Adjusting ignition timing and valves as needed-etc to obtain optimun engine performance-
