Have my transmission rebuilt in my 1993 toyota camry and the shop doing the work cant figure out why it skips first gear and goes in to second gear when placed in drive

These following sensors coolant temperature, throttle position and vehicle speed sensors are being used by the computer to command the transmission to upshift/downshift/overdrive/lock up etc if all tested okay the problem is coming from the tranny.
