1992 Toyota Camry Throttle Body

Engine Performance problem
1992 Toyota Camry 6 cyl

I drive a 1992 Toyota Camry LEV6, when I push on the accelerator it moves freely, but sometimes when starting/reeving the car it gets stuck at a high RPM, what could cause this? and how would I solve this?
