02 Camry LE Horn goes off when it is below 32 outside

I have an 02 Camry LE, only 56K on it and everything is wonderful until I moved to a colder climate and now when it gets cold outside (below 32 degrees) the horm will blast 5-6 times quickly, and continues every couple of hours until it gets warmer outside. It does not set off the lights or any other alarm feature. Just the horn waking up the neighborhood. I tried the dealership and they want $199/hr to put it on the diagnostic and check it. Last time when it gave only 1 honk, I was told by dealer that it was a warning that the battery was low (didn't know it was a feature) but new battery stopped the honk. Need help figuring this one out please. Thank you!
