1998 Toyota Avalon replacing steering fulid pump

I had problems with my power steering so the mechanic replaced with a new pump and another part that was binding he said.
So I drove my car for one week and last night my steering let go. I believe that the pulley went.
Now he tells me that it is the pulley. So my question is when you do a new pump don't you automatically replace the pulley or the belt?

If the pulley is good when you change the pump there is no sense in replacing a good pulley. The pulley could have been damaged when it was taken off or put on the new pump it's hard to say. Without seeing it before and after can't really tell what happened. The pulley could have even been cracked and it wasn't caught when the new pump was put on who knows.
