Flashing red TOD light

Tod red light flashing all the time. cannot read the code. is there a scan out there that reads it?

The most common problem is the speed sensor. They start to fail and flash the TOD light.
Very costly usually. A dealer level tool can read the codes and allow you to do diagnostics. This is one item you really do not want to just replace it as a test. The actuator is another failure item, again a good scan tool will save a bunch of money on these.
