Are you changing this because there is an issue or just because you have reached 100,000 miles?

The balance shaft chain is not mentioned in any of the tables so due to its absence, I would say it does not need to be changed unless there is an issue. However, if you are there, then it may not hurt to change it as well. Clearly you are not going to hurt anything.

Yes, it started out with a jumped timing with bent valves on the head. I do not see any issues with the balance shaft. I was wondering if It will be safe to skip or can I can just change the chain, guides, and tensioner without sprockets?

If you see no issue with it then it would be fine to skip. The only issue this causes if it is out of time is a vibration. So if it is in time and the chain is okay I would just leave it.
